STATE RULES
1. General State Rules
1.1 Staff Compliance:
All employees of state factions are required to comply with all server rules, state laws and internal regulations.
1.2 Transfer Between State Factions:
It is forbidden to transfer members between state factions without the approval of both Leaders.
1.3 Criminal Record Restriction:
It is forbidden to recruit individuals with a criminal record.
1.4 Use of Armoured Vehicles:
It is forbidden to operate armoured vehicles in the city without a proper escort.
Examples: Insurgent, Beast, Terrorbyte
1.5 Use of Weaponised Vehicles:
It is forbidden to use Weaponised Vehicles without a valid RP reason.
1.6 Vehicle Search & Confiscation:
LSPD / FIB employees have the right to search vehicles and confiscate illegal items when permitted by state law.
Requirement: The entire encounter, search and confiscation must be recorded on video.
1.7 Special Operations Command:
FIB has the right to take command during special operations involving multiple state factions.
1.7 Law Compliance:
All state factions must follow laws established by the Government.
1.8 Emergency Response:
During a declared emergency, all state factions must respond promptly.EMS must deploy at least two emergency vehicles.
1.9 Mask Restriction:
State employees are not allowed to wear personal masks while on duty.
Exception: Special forces units (FIB / LSPD / USSS / NG) may use approved masks only.
1.10 Search Restrictions:
Searching individuals or vehicles without RP or legal grounds is prohibited.
Note: During raids, a search warrant is required.
1.11 Corruption Roleplay (Bad Cop):
Players may roleplay as a “bad cop” only with an approved biography.
Maximum: 4 bad cops per faction.
Allowed: Accept bribes (up to $50,000), request illegal items.
Note: It is prohibited for DOJ employees to have a corrupt biography.
1.12 Bribery Restrictions:
State Employees without a Corruption Biography may accept bribes to release a criminal if offered to them.
However, they may not ask a player for money or haggle the price with them.
Allowed: Accept bribes (up to 15,000).
1.13 Gang Territory Rule:
Gang territories (marked areas) are considered high-crime zones. State employees may only enter with a valid IC reason (e.g., raid).
1.14 Use of Force:
State Employees may use weapons if an RP situation requires it.
Exception: EMS
2. Conduct & Gameplay Rules
2.1 Detention Time Limit:
A suspect must be jailed within 25 minutes after being cuffed.
Exception: If a lawyer is involved.
2.2 Looting During A Gunfight:
Looting during an active gunfight is prohibited.
2.3 Movement with Cuffed Players:
Running while escorting a cuffed player is prohibited.
2.4 Abuse of Armoured Vehicles:
Shooting from armoured vehicles or using them to avoid death during a gun fight is prohibited.
2.5 EMS Combat Restriction:
EMS must not assist during active gunfights and must leave unsafe areas.
2.6 Barricade Restrictions:
It is forbidden to block alarm panels or objective markers with barricades.
2.7 Government Meetings:
The President must hold meetings with state leaders and the Department of Justice to review state laws.
3. Government Rules
3.1 Protection Rights:
Government employees may use all necessary means to protect senior officials.
3.2 Public Events:
The government may host large-scale public events once per day.
Exception: Approval from Senior Administration
3.3 Event Approval:
Large events must be approved by the faction curator.
3.4 Capitol Regulations:
The government may establish rules for access to the Capitol buildings.
3.5 Lawyer Rights:
Lawyers have the right to request evidence and cannot be denied.
Note: This should be conducted by means of a subpoena or during an active arrest
3.6 Inspections:
The government may conduct inspections of State Factions:
Max 7 per week
Max 2 per faction
The Federal Investigation Bureau is responsible for inspecting the Government.
There must be a Valid RP Reason
Exception: The President May Never Be Inspected Unless With An Order From A Supreme Court Judge and/or Immunity Review Board
3.7 Dismissal Authority:
Government audits may dismiss employees after an internal review.
The Department of Justice may dismiss any Factions employees if there is valid evidence
3.8 Law Coordination:
All laws must be coordinated with affected factions.
3.9 Law Creation:
The government may create laws that follow RP logic.
Note: Laws must be approved by the Senior Administration
3.10 Executive Orders:
The Attorney General, Supreme Court Justice and the President may create Executive Orders;
These can last for any amount of time up to the end of the Leadership Term.
Note: Executive Orders must be approved by the Senior Administration
3.11 Treasury Use:
Use of treasury funds for personal purposes or bargaining is strictly prohibited.
3.12 Licensing:
The government may issue licenses; pricing is set by leadership.
3.13 Legal Staff Requirement:
The government must maintain at least 5 qualified lawyers.
3.14 Event Requirement:
The government must host events at least once every 3 days.
4. EMS Rules
4.1 Medical Duty:
EMS must provide medical assistance to all players.
4.2 Internal Regulations:
The Leader may establish internal rules with approval.
4.3 Health Inspections:
EMS may inspect state factions for diseases up to 2 times per week per faction.
5. National Guard (NG) Rules
5.1 Duty Restrictions:
NG employees must remain within Fort Zancudo while on duty.
Exception: Leader approval.
5.2 Arrest Authority:
NG may detain individuals with a Valid RP reason and transfer them to state factions.
5.3 Patrol Rights:
NG may patrol the Sandy shores and Paleto Bay for criminal activity.
6. LSPD / FIB / SAHP Rules
6.1 Arrest Authority:
Members may arrest individuals suspected of criminal activity.
6.2 Search Authority:
Members may search individuals suspected of criminal activity.
Note: Searches Must Comply With Government Laws
6.3 IC Reason Requirement:
Stopping, searching, or requesting documents requires a valid IC reason.
6.4 Gunfight Restriction:
Arrests cannot be made during active gunfights.
6.5 Bodycam Requirement:
Every Significant Interaction With Citizens or State Employees Must Be Recorded.
The entire arrest of a citizen must be recorded from the first encounter to the end of processing
6.6 Code 0:
Officers may request reinforcements from all factions if attacked
6.7 Mask Removal:
Removing masks from citizens who are unconscious is prohibited.
6.8 Identification:
Any citizen may be asked to identify themselves with a valid RP reason
6.9 Official Vehicles and Uniform:
State Employees must wear faction uniforms during performance of their official duties, and only Faction vehicles may be used while on duty
Exception: Undercover operations (Only FIB May Arrest Without Uniform and/or faction vehicles)
6.10 Vehicle Abuse:
Using official vehicles for personal purposes is prohibited.
6.11 EMS Protection:
EMS vehicles responding to calls cannot be stopped.
Exception: The EMS employee has broken state law (except the traffic code) or a Special operation sanctioned by the government
7. Raid Rules
7.1 IC Justification:
Raids require a case file approved by the Government and the Senior Administration
Exception: A Criminal Faction Has Brought A Hostage To Their HQ
7.2 Participation Requirement:
Minimum 20 state employees required.
7.3 Raid Time:
Allowed between 19:00 – 00:00.
7.4 Search Authority:
All individuals and vehicles within raid territory may be searched.
8. Weazel News and Lifeinvader Rules
8.1 Private organisation:
WN and LI are considered private organisations; as such, all Permissions and Restrictions above do not apply
8.2 WN and LI Engagement Rules:
WN and LI are permitted to enter roleplay situations to record and report on current affairs (news).
However, they can be ordered to stand back or leave by the State Factions
WN and LI are not required to follow these instructions by server rules
However, they can receive punishments from the government, not limited to faction fines, employee fines, leader or employee arrests
8.3 WN and LI Interview Rules:
WN and LI are permitted to approach State Employees for an interview where RP allows for it. Interviews can be used as evidence in court cases, in favour of or against State Employees or Criminal Factions.
WN and LI employees may request payment for the footage provided as evidence to Law Enforcement.
Allowed: Maximum Amount of 50,000.
Exception: The Leader and Deputies of WN/LI must not permit these actions if made aware ICly, and the employee(s) must be disciplined
8.4 WN and LI Corruption Rules:
WN and LI employees are not required to follow all State Laws,
However, the Government may order the dismissal of employees for breaking state law
Exception: Organised Crime Within These Factions Is Strictly Prohibited
